Phoenix Welcomes New Bids and Proposals Manager

Phoenix International Holdings, Inc. (Phoenix) announces that Mark Shaffer has joined the company as a Bids and Proposals Manager overseeing the complete proposal delivery process including pricing, composition, and scheduling for our Oil and Gas Division.

Mark has more than 18 years of experience in offshore construction having progressed from Saturation Diver to Superintendent and finally to Proposal Manager and Lead Estimator.

Mr. Shaffer received his Associates Degree from Highline Community College in Seattle, Washington and served in, and was honorably discharged from, the United States Navy. Commenting on this appointment, Warren Sturges, Phoenix General Manager-Gulf of Mexico stated, "As Bids and Proposals Manager, Mark will be leading the effort for developing winning strategies to ensure Phoenix maintains a competitive edge when bidding projects in the Gulf. His deep knowledge and understanding of the Oil and Gas industry makes him the perfect person for this position.”
