NOIA Announces New Staff Changes

The National Ocean Industries Association (NOIA) is pleased to announce the hiring of Richard England and Ashley Parkins. Richard is the new NOIA Vice President of Government Affairs, while Ashley is joining NOIA as the Director of Meetings and Events. In addition, Justin Williams has been promoted to Vice President of Communications.

Their experiences will enable them to hit the ground running in their respective roles. I am excited for them to strengthen our voice and brand and help NOIA reach our strategic objectives,” said NOIA President Erik Milito.

Richard spent nearly seven years as a staffer for Congressman Pete Olson (TX-22), most recently as Olson’s Deputy Chief of Staff. Among his broad responsibilities, Richard oversaw Congressman Olson’s policy team for the House Energy & Commerce Committee and helped strengthen the energy and environment portfolio. Before joining Congressman Olson’s staff, Richard was an Energy Policy Analyst for Washington Analysis, LLC. Richard is a graduate of the George Washington University.

Ashley brings strong event and meetings experience to NOIA. Past stops include the District of Columbia Bar and, most recently, the American Petroleum Institute (API). Ashley’s experience includes planning and executing dozens of meetings and events every year, ranging from intimate events to large-scale, multi-day conferences and receptions. Ashley is a graduate of the Georgia State University J. Mack Robinson College of Business.

Justin joined the NOIA communication’s team in 2015 as the Director of Digital & Public Affairs. Prior to NOIA, Justin worked for the trade consulting firm, International Development Systems, and the multinational engineering and construction firm, Fluor Corporation. Justin earned his B.A. from the University of South Carolina and his Master of Public Policy (MPP) from American University.
